It's an eyecatcher! This tattoo focuses on a big contrast between the black and grey part of th tattoo and the bright red colourfull one. It makes for an interesting visual focal point, and your eye gets instantly drawn to it. Centered on the hand, yes, but moved to the side isn't common, but it fits perfectly.
